I've been trying to start this story for a while, but I haven't been able to find out how. The wiki doesn't say anything about a required level, or if there's any stories you have to finish before it, does anyone know what I need to do?

I just finished the quests a few days ago, I'm pretty sure it's level 27/28. I'm thinking it was probably 27, because I seem to remember that I had to wait to do the Dead End Street part of it, which requires level 28 to do.

Well, I did this at 28, I'm pretty sure.
It just appeared normally as I was going along the mainstream stuff.
