Turn down the brightness or contrast on your monitor for a quick fix.

No, no ingame way to fix. We aren't allowed to mention 'alternate' methods which are greatly looked down upon.
Though if someone does have a game fix for this, i wouldnt mind knowing this too.
You can talk about them, just don't name them or tell people how to do it~

My monitor is below 50% brightness, the fog in the blizzard areas seem to be misplaced, causing bright light. Its fine in the air sometimes, and from certain camera angles.

Maybe your graphics card has a Default Bloom Feature or maybe your bloom is on (ingame) ?
just a thought

Well, the blindingness is okay to me, then again, my screen autoadjusts a lot of times.
Try to uh....Turn your camera down on your character and not up. The sun glare kills it.

I was profing my claymore on dingos with my giant alt and after awhile it looked like my giant was running on a flat piece of white paper hitting brown blobs.....

Correct. The "Blizzard" areas are where this occurs and it is BLINDING white. I don't know why it's that way but it certainly was
not that way before Vales got snow. I have to look up at the sky the whole time I'm crossing it.

I'm actually a huge fan of that snow storm. I wish that there was an area in Longa that did the same thing.
