You can't remove the block, you can bypass it. With proxies obviously. You'll need a tunneling software (like proxycap, proxifier, etc) and a proxy, preferably a SOCKS5, which you can either buy or search around a while for free ones (they are slower, and have low uptime, so you have to know where to look and search for a bit.)
Or if he can pay then the best choice would be a Private VPN.

Using socks hasn't worked for my friends using things like freecap/proxycap with mabinogi. It works with vindictus but not mabi somehow.
There's also widecap that I haven't tested yet, will test it with some foreign friends over the holidays.
Just be sure to find a good proxy when you get those programs, the software is excellent but you need to find a proxy server to actually use with it.

I never had problems with socks in Mabi, but last time I logged in mabi was 6-7 months ago.

It isn't hard, I can't go into much detail in here because the rules forbid illegal material, and I use a pirated software, and the site I use for SOCKS5 contains... questionable kind of ads.
But if she's willing to pay then I recommend OverPlay's VPNs

AOL might be the easiest or fastest choice if she doesn't want to spend money, I prefer using SOCKS5 just because AOL is something I rather not have installed on my PC.

socks itself works I think it's the method of making mabi use it that has problems. freecap injects itself into mabi, so maybe hackshield is updated to prevent it (got no hackshield error though it just stays at the login screen forever when you try to log in).
Widecap just works by a set of rules so any network traffic can be directed to the socks proxy, instead of injecting itself into individual apps. Going to test that tonight if any of my foreign friends are willing (hard to test if you can legally connect to mabi to begin with).

Oooh, I remember having this issue. All I did was try another socks5 until one worked XD.
(I use proxifier btw, which works like WideCap according to your description of that one)
