Im buying a -100cp enchant for 215k but not sure if enchanted or not enchanted( I mean like is an enchanted item safer then a item about to be enchanted, help?

If it's the Inconvenient enchant (I'm sure they're coming from somewhere, because I've been seeing a lot of them popping up), then it's relatively easy to enchanted. Just find a Raven boots and you should be set.

You could always run Karu with stone pieces for the enchant yourself... If you are you should try Karu spider.

-100 cp items are expensive though~ around 1 million. so of course trying to enchant it yourself is cheaper.
the only -cp thing id suggest buying the item budgetwise is difficult armor. they are like ~500k?
if you are gonna hunt for the es yourself, it's gonna take a long time till you get it, just so you know.

Depends on the enchant. Difficult is the easiest to enchant since it's rank A and it can go on Light Armor, so enchant it on some uni-sex light armor, like a Cloth Mail or a Segmented Lorica. The other CP enchants usually require a prefix or suffix of a lower rank before you can enchant them, like Inconvenient.

Actually, -100cp items usually go for about 200k... not sure what type of items you're trying to buy o-o.

Oh I misread the thread title.
The answer is:
- Difficult is easy to enchant.
- Inconvenient is reasonably easy to enchant, providing you have a decent ranked enchanter helping because it is r8, so you might fail a bit. All you need is a Raven enchanted Long Greave Boots.
- Uncomfortable is difficult to enchant. You need one of the castle dungeon suffixes (Serious/Scary/Dangerous) which are annoying to find.
- Damaging is easy to enchant.
- Arc Lich is difficult to obtain/find, but easy to enchant (r6 enchant enabled regardless of rank).
- Broken Arrow is.. I guess you can enchant it on a Revolver or Stamp bow, but it drops enchanted on a bow already.
- Scrap is extremely difficult to enchant on something, although it comes on a Mace (which isn't THAT great for most training). Although you CAN enchant it on Red Scar Longswords (good luck though, as Scrap is an r3), which can be dual-wielded.
- Jackal is fairly difficult to enchant, as you need an r5 sequencer (Viper is the easiest to get). But the overall success rate is 36% then 26% on Thursday. If you're lucky it'll cost less than buying one (around 2m depending on your server).
- Marble is really hard to enchant. The easiest sequence is Basic 44% -> Solid 36% -> Marble 26%
- Raccoon Cub is even harder, as it's Viper 36% -> Eagle 26% -> Raccoon Cub 18%.

200-300k is a good price for it. 400k at the very max.

If you only need -100 CP from Headgear and find Uncomfortable, well... uncomfortable to enchant, you can always spam for a Thin ES and put it over a Stiff tailed cap.

Difficult is impossibly easy to make yourself... You shouldn't waste much money on it, just run Karu (pot-belly) with some friends 2~3 times and then put it on the cheapest light armor you can find.
