Worst case scenario, take legal action. Because it's illegal what he's doing, hacking or not.
This.
Anyways, there are only a few ways to really "hack" into someone's email account.
1. Phising site
2. Keylogger
3. Guessing her ****ty weak password. My mom used to use her freaking birthday as a password until we yelled at her, and she switched ti to her phone number instead. I managed to figure out my college room mate's password like 5 times in a row too because of how retardedly obvious it was.
These are the three basics that almost anyone can do. And thats probably the only thing most people ever have access to.
Scan your computer for key loggers. Let your mom know what phising sites are. But she'll probably think "I'd never fall for that", so show her a fake phising site that does a damn good job of looking very identical to the original and she'll be more aware.
And tell her to remember a password made of both letters, numbers, and capitalization. And then never let anyone know it.
Keep your firewall up, change security question, problem solved. If its still a problem its definitely easy to take it to court.
