  From what I can tell, for this specific texture, you have to get to the .minecraft folder (If you want, just open minecraft, click on texture packs, open, it should give you a window in the texturepacks folder, which is IN the .minecraft folder, so on that top like address bar thing you can just click on .minecraft)
  
  Anywho. then click on the bin folder, then open up the minecraft.jar file, I have a winzip trial thing that lets me open it, then copy the contents of the download into the minecraft.jar thing, and it will have worked....
  
  
  This is not for sure though, so like, dont try it unless you have your game backed up and dont care if it temporarily explodes.

  Do you have Vista by any chance, cause I know on vista I might of had to make it show hidden files, so its probably the same on everything else to.

  Just make it so it shows hidden folders, cause I think that might be part of the problem..

  Ok first you want to click the start menu
  
  2nd. click on your user account name on the top right corner (for example Pc)
  
  3rd. next click on organize (i think its for vista) but if your windows 7 your on the right track
  
  4th. Click on folder and search options
  
  5th. a new window pops up. click on View on Files and Folders on the folder hidden files and folders click on it then click on the second bubble which is Show hidden files,Folders,and drives
  
  6th. hit apply and then ok now the window will close and you will see AppData double click it.
  
  7th. click on Roaming then .minecraft next double click bin on the 8th down you will now see minecraft
  
  8th. right click it and open with winrar or 7zip your choice
  
  9th. then you will see lots of files if you want to install a texture open the texture files and just simply drag and drop
