  Pikachu is only available through Dream World iirc. I traded for one but I'm not a fan of the yellow rat so I never went out of my way to get him in Black.

  Essentially it's the best method of getting the older Pokemon into B/W, but also lets you get different Abilities on your Isshu Pokemon. The Dream World abilities can drastically change a Pokemon and its strategy.
  
  Example:
  Emboar with Blaze is just a poor man's Infernape/Blaziken. Slightly bulkier but doesn't have too much going for it.
  Emboar with Reckless is a monster.
