Okay so I was in filia and I met a newbie who made an elf but has no idea what range skills to rank first, what bows to get, ect.
When I joined I did everything (skillwise)
blindly.
So I have no idea what to tell him, so skills to rank first
bows, enchants, ungrades, ect

Well you have to keep in mind he's a newbie. We don't know whether or not he's dedicated enough for refine (Let alone has the gold and time for it).

R1 Ranged can be done before Refine on an elf since it doesn't add a lot of dex, but helps a lot with leveling. Then just raise crit and Refine, and use an upgraded LLB enchanted with whatever the person can find.

he's brand new
I told him he's better off making a human first and making an elf later but he insisted on elf.
If I wasn't so broke I'd give him money for skills that would require gold
(sieves/pickaxes for refining)
also he doesn't have much combat experience (in other words he's not got fighting by himself down pat yet)

R1 Ranged Attack and Critical alongside Refining, as soon as those three are out of the way -> R1 Magnum Shot.
Afterwards, you just R1 or cap single every life skill that provides dexterity (Weaving, Playing Instrument, First Aid, Handicraft and Production Mastery are the best/easiest ones to get dex from), while gathering AP for Crash Shot/Support Shot/Mirage Missile. It's good to cap Final Shot at r6 and leave it like that until you're done with all other ranged skills, as they provide better dex for your AP.

If he's a new player... well, I'd just be honest with him and tell him that range is not for the faint-hearted. If you don't have the dedication to do life skills, it's better to choose a different combat style.

The smallest item bag can hold 15 stacks, which I personally like to price at 10k each (they're worth 20k, but whatever).
Easy, fast profit for a beginner.

One of the 1st things you'll want to do when you start playing is to secure a steady AP gain, or you'll rank stuff so slowly you'll end in getting bored and quit. You get that by ranking combat skills not life ones

I did Windmill, Refine, and Magnum all around the same time on my elf.
I think Magnum before Ranged if your connection isn't ideal.
That you can 1hko black mongooses or w/e he's leveling off of, is priceless.
