  Assuming they are one-shots, even if you hit one hobgoblin per Ice/Lightning fuse, it'd still be about 75% the mana usage as Thunder, but with 7.5 second loading time opposed to 3.5 seconds.
  
  That's not too big of a deal since you get like 5-20 seconds in between groups to charge, and the fusion setup lets you hit 15 per charge instead of 4.

  You forgot -4% mp usage reduction for gem upgrade on the crystal lightning wand.
  
  Second leg especially rafting, 3.5 seconds sometimes feels too slow; 7.5 seconds of a fully charged ice+lightning would not work. Getting 2-3 charges is more feasible in some parts of the run.
  
  Arc distance of lightning (therefore ice+lightning and fire+lightning)is smaller than thunder. If mobs are displaced much by previous rafters, thunder can sometimes have a hard time hitting the full 4 targets. I foresee this being a much larger problem with your strategy. Further, even with hobs in their starting spawn locations, there is often gaps (except for a few poitns on third leg) where clusters of 4 targets are too far apart to hit even with crash shot's larger splash radius.
  
  Range of basic bolts does not increase when fused. You'll have a hard time alternating banks, particularly relevant on third leg. Thunder can reach both banks if you position yourself so you're in the center of the river (often takes no steering even).
  
  Lightning does reduced damage when charged multiple times.
  
  Thunder does 1.5x damage to the last bolt if charged 1-4 times, 2x damage on the last bolt if charged 5 times.
  
  Just some factors I noticed you didn't include and/or I disagreed with you on.

  I was just supporting what the other guy said as a plausible method to show how much bolts are getting buffed.
  
  The Second Leg causes problems for all non-TH methods, but since you're using a lightning wand you can just use thunder for that parts. On all other parts, even if you only hit one mob at a time, bolt composing would be more mana efficient.
  As for the charge time, there's never more than 12 mobs at any one spawn, and there's about 3-10 seconds in between spawns after counting steering. There's also more damage modifiers available than what I said above (MATK enchants, more Int, etc) so it's possible that bolts will be able to OHKO more consistently. It'd take some practice, but I think it's doable.
  
  Otherwise, CC+4 Lightningbolt would also work, no need to get all fancy with fusion.
