You can also just not rep someone. Or better yet, if it's that bad, report them.
The rep system is neat, but a reverse one definitely wouldn't work it. Back in the day as a Moderator ('nother forum) we had so many people derepping eachother simply because this or this pissed them off, someone called them names, etc. It did so much more bad then good.

When a new user to the site with not many posts reps a person, the rep has no effect.
So you get a gray rep that means +0 rep.
