I have all three bolts, I don't know how to efficiently use them, I don't see why anyone would use Thunder when Fireball has got ... a LOT more power. I don't know if I should use Lightningbolt or Icebolt as a primary skill and I don't know if I made the right decision with a Crystal Lightning Wand.

They both have their uses but Thunder is generally the more useful of the two.
That is, if you could only have one, Thunder is the one you'd want.

Yeah, the bolt spells will get you far enough.
But Thunder is really a staple spell. Something almost all mages will swear by, as far as usefulness is.
Crystal Lightning wand is made for Thundering, usually. It can be upgraded for -MP cost, at the further cost of some damage.
You know about the two groups of wands, right?
Regular- Usually gotten for chaincasting, or something similar.
Advanced- Usually gotten for their special effects.
Tactics for spells....
Icebolt- Last Bolt Spam
Load 5 icebolts.
Fire one.
Reload.
Fire one. Reload.
Doing this cuts down on icebolt's MP cost, as the last bolt uses the least MP to recharge.

Firebolt is good with a CC+4 Fire Wand. CC= Chaincast, if you don't know.
Lightning bolt..?
Spam it. D: All bolt spells are good for spamming normal enemies, since they load fast enough.
A CC+1 or CC+2 Wand, is good since Lightning Bolt can hit multiple enemies like that, OR knockback a single enemy with multiple charges.

Fireball is what you use when you go "eff it" and bomb and burn things to death because your doctor recommended to not keep in your fiery wrath for health purposes (and the enemy's as well!).

Each has their pros and cons. Find the bolt spell that you like the most. Lightning is mine, even though I have ice maxed out, too.

Fireball works best in orb rooms. Charge it up and have a friend hit all the orbs for you.
... It really sucks when they trigger the door on the first orb though. xD

Thunder Pros:
Can be casted to fit whatever spawns. (5 for anything hard, 2-3 for lesser monsters.
Gains a ridiculously fast cast time at r1.

Fireball has not a LOT more power than Thunder.
Fireball= 3000 damage, 0.6 min/max
Thunder= 500*6=3000 damage, 0.26 min/max
The only difference is min and max damage in both spells; however, Thunder has the possibility of critng 5 times, while Fireball only once. A Fireball crit will be stronger than Thunder all the time, though. Also, Fireball has a wider range and you don't need targets to be too close to each other, the contrary happens with Thunder.
You should use Lightning bolt as your 'primary' bolt, although later on in the game you'll only use bolts to finish off monsters. Icebolt is very useful at low lvls because of the low mana cost and charging time; however you must use Lightning bolt as soon as you can.
A fully upgraded Crystal Lightning Wand will reduce Thunder's damage considerably... I recommend a 4/5 regular Lightning Wand for Mana efficiency, since a Crystal one is used with R1 Thunder for rafting, lesser dungeons, etc. or for speed charge in some situations. You'll be better off with a 4/5, as I said, unless you wanna use Thunder for rafting only.

But I'm still low on mana. :\ (And I'm an elf too with more mana than my HP!)
Any suggestions for +INT and +Mana skills?

For INT, Musical Knowledge and Composing are pretty good skills to raise.
