If you're in desperate need for more Str and you don't have the funds to get good +Max Damage suffixes, then cap CM at RB for your Giant enchants. If you do, or not in need of Str, then RF would be the best.

The CP requirement isn't actually that strict. You can rank it up to like 9 if you really want to. Though I think if you don't have critical r1 that's a better way to spend your AP.

Possibly go up to 9, but if you don't have any -CP or don't want to fight stronger monsters, then don't rank it at all. But R9 should be good if you can't one hit the monsters you're going to train WM on.

F is the best.
But, the lowest is the best.

No, not really. More damage = less WM's needed to kill something. Considering TNN zombies are probably still one of the easier ways to get boss kills with low enough cp, getting enough damage to kill those in 1-3 WM's instead of 3-5 WM's would be a good reason to increase damage, especially if it didn't boost your CP too hight and make those zombies awful. As stated by other, rk9 is fine. Getting boosts to damage via equipment and enchants is better in the long run, but a combination of ranking CM and crit can do just fine.

In context, I'd argue that "Lowest is the best" is correct in this case. Comparing the increase of damage to increase of CP, ranking CM isn't that helpful in the long run. r9 only gives +6 max, +4 min and +7 balance. Comparatively you can give your damage a much needed boost from other sources without affecting your CP at all. Ranking crit for WM will probably be far better for training than ranking CM.
As an example, I was easily milling zombies in AW with 1~2 mills (3 if unlucky) with CM at rD. It can be reasonably cheaply done (boosting your damage through other means).

Yeah, i'd say as low as possible. I had ranked up to r9 on my Giant [the easiest thing to do ever trolololo] at rN CM. Srsly.
Even then, it was still ~9hp per WM. The lower the better to save yourself money on pots I think, but i'd rank it to up E or D max.

HP might not be an issue now, but you can't do everything in deadly.

If you can't K.O WM things, it might a little hard to grind Windmill on things that take like 3+ hits, of WM, because stamina pots or sitting for endless hours is truly, so fun. D:
Just for if you can't kill it while you're in deadly well...Chances are:
It runs up to you and beats you up. :D
