I would only choose Elf if you're confident you won't be diving into Melee. I used to be depressed earlier on when I realized Elves were better at magic, but I don't regret using Human anymore now that I picked up Melee. However, Elven Hide and Range bonuses are still tempting, so as said above it's still a good choice to roll Elf.
As for actual Magic stat boosts, Int gain isn't significant, but Mana is. Elves gain 700 MP in trans compared to a DK 300-600, meaning they can get more than double. Crit-wise (which will matter for bolts/Hailstorm) they get a guaranteed 38 instead of the usual 20/36 that DK gets.
Don't get Windmill, as a good Mage and/or Archer will never need it. Rank F is good enough for spamming in a party, since your damage will pretty much suck regardless. Think about ranking Magnum Shot in between bolts and intermediate magic just as an alternative skill to use for such occassions.
... basically I just repeated everything said above 8D

the first spell i woulda used for beginning elf mage would be firebolt... as its good at even low ranks.. and not to mention get icebolt+firebolt if you want to fuse them in g13 for better dmg ^^

Yeah, thanks for your input. For now, i'm just forgetting Windmill exists because honestly I don't need it. My main attack is Icebolt; my fallback is Ranged.
I'm level 22 now. :') And i've completed all my beginner quests. rB Icebolt, rC MM, got 97 [102 with my title on] base mana. So far, so good! Just need to work on +int and ranking up MM and bolts.

For now, Wisp enchant is one of a newbie mages best friends, but "sprout" will be way better in g13 (soon). I'd take a bit of time to collect an mp-reduction set though, it isn't too hard. You'll want mongo's wizard hat or braod brimmed feather hat (bbfh might be more expensive, mongo's drops from some pretty low-level stuff), magic school uniform, magic school shoes (drops from bears), then get your hands on a mana magician enchant. Once g13 come sout, collect sprout enchants and put those on everything but the one item you wear with mana magician.
While you're still using bolt spells, don't bother with wands. they're expensive to repair, and chaincasting is not worth the costs. Id even consider not wearing a weapon at all, though holding something like a two-handed sword can come in handy for hitting things with a lot of stun, or doing more damage when you counter attack in bolt/counter situations. Mace+kite is also a good begginer mage setup (and if you are an elf, obviously the two-hander suggestion won't apply).
More or less get used to having a shield with you, wear clothing so you can equip two accessories, and make use of enchants to boost your mp/int. Combined with the magic mastery you're already ranking up, you get to some usable mana pretty easily. You might also consider spending time hanging out in rabbie/normal and rabbie/basic dungeons to try to get th4 from succubus (black or red). That's the most expensive page from thunder, and the exp/loot in the dungeon isn't bad for a starting mage, and icebolt does nice damage to the red (fire) and metal (lightning) skeletons. Skeletons are really easy to fight too.

Mmm, yeah, for fighting I just load up Icebolt 3221, and if the monster isn't dead yet I spam it with Ranged Attack, running back a little so I don't get pwned. It works pretty well, but I dunno what i'll do when I run Longa for my newbie quest, since it's much more cramped. [I can't really stomach Longa though, hate that stupid dungeon.]
Also, moving to Ruairi. ;')
