This might shed some light on what they're for. (Starts at around 75% through the video.) I think they were used for an event in KR relating to the World Cup last year. Try kicking one if they appear again and see if it does anything. As for why they're here, I guess it's a glitch; then again, I'm not high enough level to go to boat 4 yet so I can't see for myself.
