That's right, for the Special Upgrades you already need gem upgrades.
I wonder, what would cylinder gem upgrades add (besides the obligatory dura+ option)

Indeed. I appreciate that they're announcing the issues addressed on this patch. They are trying to become less hermetic and that's a good thing, we gotta acknowledge that.
