Does Overgrading require proficiency? As in once it's all upgraded and gem upgraded do I need to raise its proficiency back up again?
No.

Should I train Refining when I become bored of Windmill? Ultimately my goals are to reach R1 in both while I still have low Dex/CP, yet I'm not sure of which order to train them in. So basically what I'm asking is this: Should I train them both during a rebirth period? Windmill is becoming quite the AP sink, but I'm not really pressed for AP so I could probably spare some for Refine.
Outside of training Windmill and Refine to R1 early, what other skills are recommended to have at a low total level?
I have one last question, this time it is regarding Exploration. I've been doing those "Hunt 10 Brown Mongoose" quests whilst training Windmill to slowly bring it up, but when I want to focus on Exploration, are finding Lost Elves the way to go?

You should do Refine whenever you can get a hold or ores, either by buying or getting them yourself. If you go read my posts latest failures topic you can read up on how hard/annoying it is to rank refine with high dex :T_T:

Windmill isn't really an AP sink compared to other skills (they usually cost 400+ compared to WM's 120+) and Refine has a very low AP cost

Pretty much only WM and Refine are a priority at lower levels imo. It's always good to have low CP to train skills since it makes it much easier, but it isn't necessary

If you have a friend who you can leech off for rafting/ballooning then go with them, otherwise artifact hunting is the fastest method
Hope that helped ^^

Does anyone know which items would be good to train for the over 5k gold requirement for synth rank 6? (and above) I'm thinking of (maybe) ranking it to 1, but I'd like to have an idea of how much it'll cost first.

Should I NPC: Long Swordsmanship School Uniform (F)? If not, how much can I sell it for? Thanks :)

NPC it =3
No one buys it since they'll have to buy it at a price over 12k, which is going to pull in a lot of mailing fees

Hello, I just recently came back on Mabi. I'm a lvl 11xx elf, pure ranger. I was just wondering where people at my level and type train at for quick levels. Also, is Cor still the place for exploration or is there another with much better output? Thanks in advance :)

Cor is still the best place for exploration. And Shadow missions are an excellent place to train. If you've been gone long enough that you don't know what they are, head to Tailteann or Tara and find their mission boards, then their shadow gate (Tail's is north of the city, Tara's is right next to the board). Try a few of those to see what suits your style.

I was thinking of starting ranged on my elf after I'm done with my current skills and was wondering how would be best to go about it.
Like which skills should I get first and what enchants\equips would be best for a starting elf archer?
My elf currently doesn't have anything range related except for refine at a high rank but has decent magic ranks, I'm currently working on hailstorm and barrier spikes.
Currently: ~2k total, ~20 rebirth, ~500 total explore with pure mage build.
My resources for my elf: 50m gold and 100k NX though I'd rather not go for personalized enchants or artisan if possible due to space\luck issues...

Hoar out on dex first--which means Refine/Weaving/Handicraft (at least r6...wait for g14s4(3?) for future ranks)/Tailoring (at least r9)/etc. Keep in mind that if you don't plan on maxing out your dex as much as possible, then don't bother playing seriously on your elf. Elf will not show its true potential until ~2.5k Total with Dex/Range Skills capped. Even then, if you don't have the controls to handle the mobs, you won't be doing much as a party member/solo. Elf is as end game as you can get, and if you don't have what it takes to play an elf, you're not going to be much better than a 1.5k human/giant. I'm telling you this since you said you're willing spend 50m/100k NX for your elf.
Don't bother with magic yet, since they should come after range (for mp). Ranking alchemy is a good idea, and barrier spikes+hail storm sounds good. Though hail storm should be put off for later as a skill to +dex.
Enchant wise, go with Stiff Thief on hat (or anything +crit), Extra Glass Frag for clothing (since you won't be touching restored/white horse), Victorious Thief bracelets (WN/Vast(Expansive) Wildboar/Elegant as you move up), Virtuous/Musician/Diamond Raven/Viscount/Hawk for boots (Since you won't be touching Oasis), precise/light lilly acc's. If dying too much is an issue slap on thief wherever you can to play with 1hp.
Artisan does not personalize items. Keep that in mind. Imo you NEED to have some personalized items for an elf because Restored+Oasis is just too much to miss out on. So consider that.
ESB is a good bow to use as a beginner (Stiff/Caliburn) if you can. You'll need a HLB eventually, so make sure to have one/two ready.

Thanks for the response, so you'd recommend I rank life skills first before combat skills? I guess that works since I'm ranking potion making\herbalism right now. I'm kind of excited about trying everything again with the lightened requirements\destinies\homesteads.
To clarify some things, I'd rather not spend 50m\100k nx even though I have that much to use if needed, but since both my characters are really low maint, it's just something that's built up over a long period of time and I think that this might be worth it to spend on. In the end my elf will probably be very mid-end at best when I'm done.
Also my elf is already an established mage right now with a strong foundation in magic, it's just that after hailstorm I'll have finished up all the magic skills I was interested in ranking. It's not that I'm giving up magic to go ranged but that I've always wanted to play a ranged elf since they came out and see this as a nice segue into elf archery from magic.
Gear-wise I've got about half of that stuff I think, though I can't activate some of the effects and some stuff is half-done.
Current elf's equips:
Precise & Light Lily Acc. \ Fearless Thief Acc. x2
Vine Dexterity BBF
Glorious Fancy HLB (X-grade and upgraded for max; artisan ready if I choose, but cold feet after a friend spent $40~50 on artisans and failed)
Unstable Thief & Victorious Glass Frag. Magic School Uniforms
WN Elegant Cannon (I can't activate the damage from WN yet)
Polished Thief Karis Shoes (has Virtuous\Elegant\Raven available but wanted mana reduction without serious durability loss)
(Low HP build atm)
I was trying for Restored\Elementalist for a bit but those probably aren't going to happen and I'd prefer to be able to hit 100% crit without needing them.
Been trying for Expansive for a very long time too but just too rare a drop from too rare a pass, got so many SS passes from looking for it that I got enough Dex enchant for both my chars and to give to friends.
