alchemy is no different than any other attack in mabinogi. Your chance of landing a crit is determined by your crit% (shown on your character sheet). The damage you do is based on the max damage of your attack multiplied by your critical hit skill.
Your rank of water cannon has no impact on it whatsoever. Your cylinder does. as do your enchants, will and luck stats.

It applies to the magic of the SAME element. So using a 49% crit combat wand does not give firebolt the crit from the wand. However the crit from a normal firewand does apply.
I have wondered if its like this for alchemy too.
