Was just thinking about this the other day, after G13 came out. Bolts definitely got an upgrade with this latest patch and I was just wondering what would an "Ultimate Bolt User" use and wear.
Hebona set is a given. +10% damage to both Icebolt and Firebolt.
He or she would need Rank 1 of each bolt, along with Rank 1 of each Mastery.
Say, however, he or she specializes in fusing bolt (Ice+Fire, preferably), which title is recommended for this Bolt User?
Bolt Magic Master
Mana +15
Bolt Magic Damage +15%
or
Master of Combining Bolt Magic
MP +5
Int +10
Combining bolt magic damage +5%
HP -10
??

I'd think Bolt Magic Master, since the 15% dmg increase would apply to both bolts before the fusion bonus, meaning the fused bolt gets an additional 15% damage as opposed to just an additional 5% (Bolt dmg + Set Bonus + Mastery Bonus + Bolt Bonus + 15% from title + Fusion Bonus instead of Bolt dmg + Set Bonus + Mastery Bonus + Bolt Bonus + Fusion Bonus + 5% from title). And that's before you consider that Bolt Magic Master benefits Lightning Bolt as well, and that the 15% does not require a fusion to take place for it to be applied.

Well you need a wand for that, but that's not really a big price to pay.
I should test if bolt magic master increases my fusion bolt damage, I haven't really done that yet. xD

Just tested.
My damage with my Bolt Magic Master title is the same with fusion bolt as before I had the title on.
So I'm going to say Bolt Magic Master title only gives +15% damage to NON-FUSED bolts.
So this would make it pretty good for chaincast firebolt for ice wyvern hunting. xD
But the +15% bolt damage doesn't affect fusion bolt.

Makes sense since you don't get Fire/Ice/Lightning/Bolt mastery training when you use Fusion Bolt.
So it can be thought of as a unique skill.

But this made one-shotting titled ice-wyverns so much easier. xD
Though in the case of +5% to Fusion Bolt damage...
Wouldn't Magic Master be better anyways?
(Unless THAT one doesn't count to Fusion Bolt either) xD

I have a friend who is leveling using bolt fusion now. He uses it on connous somewhere and says its pretty fast to get to 60.
And not on bears.

with the ice/fire heblahblah set = 10% dmg icebolt-firebolt
r1 bolt mastery = 15% magic bolt dmg
magic bolt title = 15% magic bolt dmg
[all above] = [55% icebolt-firebolt dmg]
and i dont really know much about bolt fusion...
and to be honest, magic bolt master is a better title

Don't forget that Ice Glove for the Elsinore Sword. It increases ice damage by.. 15%?
But I only know that the Bolt Magic Master title doesn't affect Fusion Bolt.
Not sure about the Hebona Set or the Elsinore Glove.
I'd just assume it wouldn't.
But you could have some epic ice spear damage, lol. xD

I would use both titles depending which type of bolt I was using.
If I was using pure fusion bolts I would wear the fusion bolt title, if I was doing pure single bolt spammage (CC+4 Firebolt, Zapping away/kbing with cc +1 lightnining bolt, or strategically knocking away with cc +3 icebolt) then I would use the bolt master title.
