Not really. Most tap filters are just fine-sand filters, and you'd have to get the most expensive tap filters to be able to compare with most bottled waters. Even then, that water will pretty much be distilled water, which tastes bad, since they don't add the small amount of minerals after filtration like bottled water that gives it flavor.

Also, I prefer the taste of distilled water. DI water even more.
I have some friends that actually boil water in large batches and put it through one of those standing filters, then store it in the fridge for use. I'm not sure how far you need to go for a realistic supply of clean drinking water without having to buy a lot of bottles.

It's a blanket statement that doesn't work for all bottled water, or all tap filters. I used to have an ionized water filter that was rather cheap compared to how much water you got from it. The filters were $15, but they purified several hectoliters before needing to be replaced.

No, it was just an ion resin filter.
I know a lot of brands, like aquifina, do reverse osmosis. But, even though the water put into the bottle is nothing but pure H2O, the bottles themselves are what's dirty.
The plastics themselves actually dissolve in the water, and bacteria enter the bottles through non-sterile packaging methods. It only needs one single bacteria to enter at the factory for the bottle to contain entire colonies by the time it gets to you.
