In all honesty, heavy armor doesn't even make a difference compared with clothing or light armor even after you upgrade it multiple times. I think the difference between upgraded heavy armor and upgraded clothing is <10 defense, and that's not a significant amount; using a shield is much more effective.
In that sense, you should go for the PD. While it may be expensive, PD is a lot more useful when it comes to PvP or even PvE.
If you really want defense, use a shield. It's not like it'll take away too much damage if you change from duel-wielding either.

Honestly, if you go to heavy armor, just go valencia or dustin. Get the best for the price. Get one with pd. Heavy armor loses dura slowly. If you cannot afford it, then you may not be ready for it.

For a newbie, light melka is actually pretty good. It gives you that 10 extra defense which lets you more comfortably tank the things a newbie should be fighting anyway... basic missions, ciar/normal & basic, rabbie/normal & basic, etc. The low repair cost is comparable to cheap light armor or clothing and replacing accessories that accomplish similar defensive abilities. And the convenience of repairing in dunbarton vs Edern/Fleta for your top end armors is useful to newbies as well. Heck, repair at Ferghus and just buy a new light melka if he messes it up badly for the matter.
Light Melka is even useful for an end-game melee player. You can throw conceptual/avenger on it just like any other heavy armor, get a sizeable boost to damage, and grind your levels. You don't always have to use "the best" and can get away with using whatever makes you grind efficiently with lower maintenance costs. Going to Peaca? sure toss that oblivion/white horse +oblivion/eq accessories for the extra damage. Grinding SCC for some exp? toss on the melka. It's plenty good enough.

the types of clothing and armor also differentiate what enchants can be put on there.
Heavy armors can have major defense/prot enchants such as Refined, Defensive, and Oaktree/stone.
Light armors offer Min/Max Damage enchants which of course make you an offensive player.
Clothing is more of a balance between the two, and clothing can be upgraded for good prot as well.

It might be cheap to buy, but it costs more over time to maintain than Valencia and gives weaker pd's and no set effect as an option. Plate mail looks ugly too.
If you're going to go with an armor that is cheap, light melka can't be beat in buy price or maintenance costs. The only thing that compares is Tioz.
