Windmill or Critical first?

Is 23 AP at lv26 (can easily lvl to 35) and exploration lv1 (can easily level to 15) considered enough AP?

uhh wm takes a lot of ap so it'll probably take some rb's yes??
try to get to lvl 65 before you rb and at least expl 14. sm's make it easy to get there, lots of exp.

Get to 65 before RBing again? That's crazy even with free rebirths! Before I started hardcore WM training at zombies, I only got to upper 20s before RBing...but I do RB on a weekly basis. Now that I'm at zombies for WM, I get to upper 30s before the week is over. I do boss, strongs, and multis all at zombies.

im 65 right now and i am on my first RB. (and i do free rbs every 3 weeks)

...Rank them both at the same time. WM gets you a lot of Crits, which trains Crit faster, and more damage on Crits makes WM do more damage, potentially training WM faster.

Critical from rank 3+ takes rather long to rank. Take it up along side any of your first endeavors for skills. Windmill is a wise start-off place and unless you have -1000 or -500 (depending on your base cp) windmill will take awhile to rank since most of the easy mobs are for 100 or under cp. Do both, it'll make it easier to pull off 1 shoting more annoying windmill targets for training having it high and windmill can get you multi crits in 1 move making it so much easier to rank critical as well.
Honestly i wouldn't even prioritize as critical doesn't up CP by much. Whatever is rankable first, rank it.
