You need two Pokemon, Shuckle, and a Pokemon that can learn the move Trick Room. Shuckle has a move called Power Trick, that switches Attack and Defense.
Trick Room makes slower Pokemon move first.
In double battles this can be used. One Pokemon stalls, Shuckle spams Withdrawl, then a few turns later one Pokemon uses Trick Room and Shuckle uses Power Trick and spams really powerful Physical attacks for five turns.
Or you could get two water Pokemon (Politoed and Poliwrath) both with the ability Water Absorb too constantly spam surf. (They heal eachother)

2.I don't see how it can work in a way. Water Absorb on the two pokemon would easily be demolished by a electric type pokemon =/ .
EDIT: the 2nd tactic is good after a few readings

TrickZong is still a staple for metagaming. It would work very well if you used it early, but it will leave Shuckle with low defenses and extremely vulnerable. Not to mention to occasional Night Shader and Seismic Tosser wallows around as well as Shuckle's weakness to the moist.
Focus Sash Shuckle paired with a TrickZong can do nicely. Shuckle would Mix Sweep gloriously until Trick Room dies. I recommend a Rock Slide for double opponent Stab coverage or Earthquake, if the TrickZong has Levitate.
