Butterfly Fan??

Does anyone know if the BROKEN FAN is obtainable from Barri Normal? If so, what's the drop rate of it? I've been trying to get this for months and couldn't get it.

It wasn't released as of g12, even though the repair kit has been around since g9 (I believe). But maybe the broken fan was released in g13. If it comes from anywhere, I would assume it comes from barri normal, like all the other broken items.
