It's the fastest AOE and getaway skill.

Well that kinda sucks, but I guess with the kind of payoff this skill is supposed to give it really won't matter.

Nope, always drains 10% of your max HP. It won't be as big a deal later on though.

The 10% loss is a checks and balances countermeasure. If WM did everything it does and had no penalty, people would be crying OP.
I recommend doing Winemaking and choosing Eluned's winery to make your wine. With Icebolt and Counterattack you should be able to handle the shadow missions she gives you (The Smell of Wine) quite well. The coupon rewards should also earn you money for better gear.
Where'e a good place to train Windmill? I have it at like Rank F I think...

I'm assuming your Combat Power is fairly low, so the wolves near ciar dungeon would be great, mageyoulook's tip also works wonders for early levels too.
