HAI GUISE. I did this drawing last night, my first attempt at drawing a Mr Dragon, took me over 3 hours.

The head seems slightly odd to me. Maybe if you made it so that the head didn't stream into the neck.

Not bad, not bad.
Although I recommend using a spine line so your scales have a pattern. It's just a vertical imaginary line or you can draw spikes or spines and whatnot. This way your scales won't seem all over the place. Honestly, I wouldn't even use turtle shell scales since they're so much trouble to do.
Also, your dragon has an extremely small head and wing size compared to the rest of it's body. Might want to make them much bigger. Otherwise, it looks fine. Especially that background. Makes me want to start drawing again.
Depending on the look you're going for, there's some really cool-looking dragons from Drakengard you can use as examples. Then there's there Raths from Monster Hunter that are just badass. Using pictures of lizards for scale references are also a smart idea.
