Is the Elven Short Bow ever available for special upgrades? The patch logs don't say so I'm wondering if someone with actual proof knows.

According to Wiki and Arch's Artisan Upgrade Guide, the ESB cannot receive a special upgrade.

I also don't recall seeing it listed for g14
