For the 'Where are the Ruins?' and 'L-Rod Master' achievements in the journal do chests uncovered by L-Rods or demigod in Courcle count as relics? Like, could I get the achievement simply by hunting for artifacts?

It's the "Dungeon Count" in your exploration journal, so yes the number of discoveries by L-rods or demigod.
