Because from what I hear, enchant scrolls drop from specific quests.
Although I wouldn't be necessarily surprised if that's just a rumor.

I know that, what I meant was, are there battles which don't have a chance to drop Enchant scrolls on Hard at all, meaning they have a 0% drop rate...or do all battles have at least a small chance of dropping them?
