Well, you do have 30% chance to fail. Seems like it is working just fine. Just bad "luck" on your part.

If it is anything like Maple Story's scroll system then, yeah it is going to be terrible. A 80% chance is more like a 50-60% chance, etc.

I failed twice in a row in Mabinogi with 77% chances or so. Chances are chances, and sometimes you just get unlucky :p

Well it might give the impression that there is much more failures than actually happens. For the RNG well remember that you only get one chance on it. 30 times out of 100 you will fail, but with only one sample, it's easy to have the impression it's broken if you are not lucky...

I usually have a 70 or 75% chance, and I've succeeded 4 times and failed once. Its funny that this guy is saying its broken when he's had like 3 failed enchants or whatever... such a small sample size.

The very foundation of an argument saying the RNG is bad/cheats is a failure. It's an RNG. You can't make bad random numbers. As long as you're not failing a 100% success or passing a 0%, it's probably working just fine. It's possible to fail 10 90% chances, even 20 of them, and that doesn't have to mean something's wrong with the game. You just had some bad luck. Or the RNG hates you!!!!11!!one

Uuuuh, yes you can. You can have an "RNG" that isn't actually random at all. The very nature of a computer (and algorithm) is that it's not random. I haven't looked into RNGs in awhile so I don't know how far they've come, but I doubt that all of them are what we would like to think of as "random."

Need a larger sample before we can conclude anything. Or the exact programing they used for RNG.
I do noticed when enhancing, sometimes I keep failing +3 -> +4 many times in a row after failing a +5 -> +6.
Edit: where as sometimes I was able to go from +0 -> +5 in one go, for multiple equips (armors sets).
But can't really say anything until either a large enough sample size is given, or someone found the program they used for RNG.
