I'm just rebreeding my pokemon so that I can EV train the ones that I want and don't need their Dream World ability for.

Surf and Strength is probably the most common moves you'd need
I don't remember needing any though, I think there's a small part where Surf is a shortcut, but you technically don't need it

I don't think you need strength much. You do need flash, though, or else it's a complete and utter pain in the neck to move around in the caves.
As far as I recall, strength was only used for conveniently making circular paths around rooms, but not necessary, and I only used surf to get a few items.

I think so. Check the strip mall in one of the routes, there's a room to the far right that you can enter. I remember an NPC talking about how all of these electronics have nothing to do but collect dust prior to beating the E4...
Strength amuses me, since bolder placements are permanent.
