Usually, there is a bonus mission for special killing the wisp of that boat in the mission that spawns it most often. I'd check the side missions since that's how I found Byrialne and that Boat 4 wisp guy.

Yeah, I did that too, but I've noticed that it sometimes spawns in missions other than the ones where there is a bonus mission for it.

Ocean Scent, but he doesn't pop up often in there. Big Horn Yeti and Madness are safer bets.
