I can get to this part just fine, but I don't know how to make the computer accept both korean and japanese font.

The locale is for your programs. Naturally you should be able to read both in plain text, but you can't get programs to display both Japanese and Korean in some cases. It'll either appear broken or it won't run the software at all.
For example, many Japanese games require you to have Japanese locale. Well, you don't have to set your locale to Japanese if you install AppLocale, which will give you the option to right click a program and run it in Japanese.
Anyways, to be able to type both Japanese and Korean, go to Keyboards and Languages and add it there. If you just can't view it at all, even the text, you might want to try updating your windows or just searching for it online.

I've been having this same problem lately. I play a few Japanese games and the text always comes up as '????' and only a few characters in that text are Japanese. I tried switching the locale on my comp but my comp always crashes afterwards.

Silly. Its really simple. Install applocale, put in the japanese registry, keep computer on korean/english-whatever.
Right click, locale japanese.

Applocale DOES work on windows 7, but you need to run it through the command line.
Start, type "cmd"
Right click it, run as admin
cd <Directory where applocale.msi is>
applocale.msi
