Additionally, I updated the wiki on Frozen Blast. The angle of effect improves as you rank the skill. The angle of effect can be improved through standard cylinder upgrades while the maximum range can be improved through special upgrades.

R+6 w/Freeze Effect Zone x2 results in aprrox: 630x810 range.
