I DO have a somewhat decent P.Heal. It's in the backburner until it gets overhauled though. If I didn't have it then what kind of a Cleric am I? XDDD

with all that it heals, and so much mp cost, it's harder to train later on :<

The Master of Party Healing applies to both skills. Ranking both is therefore beneficial for different situations.
