Touhou EoSD fps problem

  I've got this extremely annoying problem with EoSD. In fullscreen mode it only goes up to 30 fps. But in windowed mode it does the normal 60 fps. I'd play it windowed mode but I mean, that's like a quarter of my monitor...
  
  -I tried using the "force 60 fps" option, which did nothing at all :what:
  -I tried lowering the graphics
  -I tried playing it with and without the modded texture pack
  -I tried reinstalling it
  
  And it's not my computer since I can play every single other touhou game just fine. It didn't use to do this either last time I played it a few months ago >_>
  
  So uh does anyone have a clue what to do? I found nothing on it on google.

  Ok, I just tried Mountain of Faith and that has the same problem. So 6 and 10 have fps problems for me but 7, 8, 11, 12, and 13 don't. o_o
