  Eden of the East had pleasant visuals, but nowhere near best by any stretch of the imagination. Then again, it's been a long time since I've seen a series that really outdid itself in the art department, from beginning to end. Anime production companies seem to be allergic to the idea of spreading their budget evenly throughout a series, which can make even the most visually stunning starts, middles or ends look lackluster everywhere else. Some suffer from this allergy worse than others, but I have yet to meet one that did have it.

  It's all based on preference. Miyazaki might be great and all, but personally, the artwork wouldn't be considered my taste.
  
  In terms of artwork, i'd go for clean high quality and clear colors. Though, most recent anime movies these days will fit that (Suzumiya Haruhi no Shou****su 1080p Blu Ray. Evangelion Movie 1080p Blu Ray, Break Blade, etc.)
  
  For TV Series, I'd go for unique or simply high quality. Though it was already mentioned, the series done by SHAFT are quite unique in terms of artwork, and truly unique for many of them (Madoka) but they can still create simply beautiful scenes in more normal styled like the Ef Series which has amazing quality as well.
  
  I can't really say a 'best of all time' but the 'highest quality' IMO thats airing this season would probably be Hanasaku Iroha. Next being Denpa Onna. Thats just my opinion though.
  
  Though... Persona 4 Animation will have epic Game turned Anime quality.

  One Piece has EFFORT written all over it. Each chapter is full of love in his art.
  Unfortunately no one really recognizes this because they don't like the style.

  Yeah, too many people nowadays want only things that like like bleach or naruto. If we don't watch out, we'll end up like Mabi, everyone wearing red/black/white D8!
  
  Plus I bet the drawing style of One Piece is harder to replicate than many other "cool" ones out there.

  EVERYTHING is hard to replicate, no matter how easy it looks xD
  But i love One Piece art~
  I love most manga art in general just because traditional art is amazing and so hard to really do well.

  One Piece IMO has good yet bad art, at least in the Anime. Some characters (side characters) look like complete ****, though the main characters are all fine. Female characters are a bit over done in the series though, impossible 3 sizes, stated by Sankaku Complex.
