Good news, this week's maintenance have fixed up the character lock out issue for me.
I am able to login normally.
I highly recommend that anybody who still have the blue ticket to use it now to avoid future issues.

I'm curious as to why people have kept their tickets this long in the first place considering what happened last time. Anyone care to offer insight?

I actually never knew the tickets caused the problem, I also received my coupon after the 1st Character Lockout issue.
