Since directx 10 is included in vista, i'm not sure if it's available on microsoft site for standalone download.
directx 11 comes from this update: KB971512
uninstall the update and hide it and you should keep directx 10.

How to uninstall Windows Vista updates | Windows Vista for Beginners
just match KB971512 to find the update you need to uninstall
after you uninstall:
Open control panel
Open Security center
Click on automatic updates
On the screen that shows put the dot in download but let me choose when installed.
Press apply or OK and exit out.
then scan for new updates, and when you see KB971512 do this:
