Alright, I've tried on the technical section on the Nexon forums and I guess I should try here.
The Problem: Character and enemy animations are stuttering causing an undesired gameplay experience. This problem had occurred when I tried the game out back in November and haven't played since then. Returning back to play the game two weeks ago, this problem hadn't surfaced until now.
What I had done: Setting the graphics to its lowest does not seem to remedy this problem. I also don't know if this is a latency problem but I don't really have much problems when it comes to lag. Reinstalling the game didn't seem to help out much as the problem is still there. Installed the latest graphics driver and still did not see any improvement to the situation.
System Specs:
Windows Vista 64 Bit Home
Intel Core 2 Duo @2.53GHz
6GB RAM (Using 4GB as Vista cannot read the other two)
Nvidia GeForce GTX 260m
Not sure what else to put in, any response would be greatly appreciated.

Have you tried the game in both Direct X 9 and Direct X 10?
What's your maximum and minimum FPS?
Do you have V-Sync on?
Your computer is more than capable of running this game, FPS could be going higher than 60 and if you don't have V-Sync on stuff can happen.

I am currently running the game with Directx 9+ and V-sync, my FPS ranges from 30~60+. Its not really an FPS problem, my character is the only one with consistent animation than anything else in the game: trash mobs, other players, and bosses all skip animation frames.

Oh, then that's definitely a latency issue, internet related. If you went ahead and hosted a game on your own, and played on your own, you'll most likely notice little to no lag.
Please do a tracert to google.com and post results.

May I ask what your geographical location is (on a state/province level), though if you are sure location it's not an issue, then nevermind that.
It could also be your ISP badly throttling Peer to Peer connections, you could try contacting their support, or google if your ISP throttles peer to peer connections.
Next, it could be your Router of Firewall limiting your performance because of ports, you may want to try forwarding ports [FONT=Verdana]27000-27050 in your Router control panel. (should be accessed by entering 192.168.168.2.1 in the address bar, refer to portforward.com if you need further guidance on that.)
Lastly, depending on your router, and if it isn't turned off frequently, it would be a good idea to reboot it (simply unplug it, wait a few seconds, and plug it again) to clear cache and connection tables.
Other than that, I'm afraid I can't be of any further assistance, I hope you can get the problem sorted out.

I'm not too keen on re-installing the OS, but if you can draw any new solutions from that it would help. If not, thanks for the help anyways.

This is a very weird issue, but I've seen my share of weird issues with Vindictus (and even Mabinogi) DevCat doesn't seem to be very good with their programming, they tend to leave stuff out that never get fixed, and Nexon doesn't give a damn either.
If you haven't already, I'd try updating all drivers, mobo -chipset, sound, anything else- , and I'd also update the BIOS firmware (I actually had a nasty weird issue with Vindictus, that got fixed by updating BIOS).
And you probably tried everything else that could have been mentioned in that thread (compatibility, disabling aero theme, and whatnot).
Can't think of anything else I'm afraid.
