When you Charge + Smash, I'd advise running behind the enemy and then Smashing. It prevents me from taking any frontal damage due to lag; whether it's yourself or server-sided.
If you can't even hit a Smash while running behind the enemy shortly after Charge, then it's probably you want to disable Nagle or add MTU to your registry.
I personally; do not use MTU though. I'd advise disable Nagle at the minimum if you haven't already. MTU won't really "destroy" your computer, but it has the possibility of eating your Internet and not letting pages load such as the Nexon In game shop or web pages if you set the MTU way too low.
If you put it in the wrong place too; probably will destroy your computer in that case.
Just experiment and go from highest; to the point where the gameplay is at least fast enough for your liking. If you're that worried about anything; you can set a System Restore back-up point if you want to revert back to the usual state it was before, right before you start doing any registry changes.
If you know how to disable Nagle and add MTU from the type of OS you have, then you shouldn't have too much to worry about.
Nagle is the minimum to go; since I haven't had any bad experienced with Nagle. The only thing it could possibly do is slow down your download speed for things, but you can easily enable it and disable in your registry without having to delete and re-add it again when you want to download a huge file that can take a while.
It's not a stupid question, it's good to clarify things that you don't understand before jumping into things recklessly.
Depending on what Operating System (Windows 7/Vista/XP), the instructions may be different from one system to another.
You can find the instructions on the Mabinogi World Wiki if you haven't already.

I'm just kinda noob with doing the mtu changing myself :>.....I really just wanna be able to use my skills without the delay that happens i get rape in pvp because of people who can load skills super fast

MTU settings are nothing to really worry about if you don't set it way too low or put it in the wrong place of your registry.
If you are extremely slow even with Nagle disabled, maybe it's server-side lag?
To do the MTU, it's actually somewhat the same as doing the disabling of Nagle. o ^ O

the issue isnt nagle or MTU. my nagle is disabled and ive changed my MTU. the servers are just susceptible to being complete crap at times. this was happening to me to and others. though if this is a problem 24/7 for you if might be a problem on your end. mine only happens when the servers decide they are about to die and need maint.
