5 in steal -> 3 in Fatigue -> 5 in Knockdown Resistance -> 2 in Aura -> 3 in Potential -> 1 in Aura -> Second Trans
That's good till lv20, which takes 500 transformation's with full exp each one.

For a scythe Evie, Revelation: Aura is almost useless for yourself if you always trans when you have 2+ SP bars thanks to Insane Reaper. Even if you want to go into stage 2, you should be able to get those 2 bars of SP back if you can Invisible Loom enough. Aura is still good for a staff Evie though so if you ever decide to switch or use both you might want to consider getting more points into that.
That being said, I would NOT recommend Steal at all, at least, not over Revelation: ATT. You don't really toss around smashes like the other characters do, and Revelation: ATT is an amazing skill since it has a hidden bonus of +4 Balance at level 3 (essentially adding +2% damage). Since you also don't need to smash spam up to get the most out of it (unlike Steal), Revelation: ATT will be good right out of the box. If you ask me, you should ignore all the Steal-based skills entirely.
I would say Fatigue 3, ATT 3, Potential 3, 2nd Stage 1 and Aura 1 are the must-haves. That leaves you with 9 points to add to depending on your preference. Revelation: HP has obvious benefits, Aura is probably best on a scythe Evie since you also get Insane Reaper to help regenerate stamina, and Resistance is good, but I wouldn't recommend it unless you get some of HP since Mana Shields can break fast leaving you with only your HP to protect you.
My scythe/staff Evie is going for Fatigue 3, ATT 3, HP 3, Aura 5, 2nd Stage 1, Resistance 2, Potential 3 as far as stage 1 goes.
Stage 2 is trickier. You can rule out Revelation: Stamina as a scythe Evie since you already have Insane Reaper. Fury looks to be even better than ATT so I would get that, and HP is more of the same. Since you need 5 points invested to go into the next tier of skills after getting Fury to 3 you can either get 2 in Longevity, or add those 2 into Resistance if you didn't max that. After that, Vigor 3 and Fissure 1 is an obvious choice which'll leave you with another free point into either Resistance or HP again.
At level 30 I'd only put one point into Regeneration. If you think about it, the first 10 seconds of transformation will leave you at perfect health, so that's only 45~50 seconds of healing tops (depending on how far in you went from stage 1 to 2). So even if you max this skill, that's really only 1350~1500 HP healed at most, and that's assuming your mana shield is always broken for that minute. Which will give you 4 points left for again, either HP, Resistance, or maybe Revelation: Stamina at this point since you might have HP/Resistance maxed already, or possibly even Steal if you really want a slight ATT/MATT boost and lasers to shoot.
Then at 35 I'd get 3 into Destiny and 2 into Encroach. Fissure is basically a Fiona's Shield Charge in terms of damage, which isn't as bad as people will say it is, but Potential will also increase the damage of that skill indirectly, as well as all your other stats.
So in the end as a pure scythe Evie I'd go:
First 20 skill points -
Fatigue 3
ATT 3
HP 3
Aura 5
Resistance 2
Potential 3
2nd Stage 1
Last 20 skill points -
Fatigue 3
ATT 3
HP 3
Aura 5
Resistance 5
Potential 3
Steal 1
2nd Stage 1
Longevity 3
Fury 3
Vigor 3
Fissure 1
Regeneration 1
Destiny 3
Encroach 2

Thanks for the info but I already put 1 point on Steal. Is that okay? :-S

One wouldn't hurt since in that example I listed you end up with enough spare points to throw at least one into Steal anyway. Also I said most of that without being sure of what Steal's ATT/MATT boost adds, but I remember it being fairly small.
I wouldn't bother with Firestorm though since scythe Evies already have Mark of Death/Bloody Thread to target multiple enemies with one smash, and Slowdown sucks.

So what I would do now is to leave 1 point for resistance since a scythe evie is supposed to be hit and dodge, right?

Yeah, I would take it out of Resistance.
Mostly because I kind of hate what that skill does since it can leave you open for ridiculous combos (like taking all three hits of Titan's 3-hit combo instead of just 1-2).

Yeah, you would be tanking Titan's attacks since you don't stagger.
Thanks a lot foreignreign and Halfslashed. :D I will take into mind your suggestions. :) At least now, I know a thing or two on skill allocation. Thanks guys. :D
