like it would make sense if you were the last one to post in a thread a week ago but you want more replies so you bump it
in otherwords is there like a time limit you have to wait until you can double post to bump a thread
or is just not allowed at all

There are no specified rules regarding the matter, but personally, if the double post seems reasonable, I don't see a problem with it. When in doubt, you can PM any moderator with the thread you want to bump, and reason, we don't bite.
Just as a necro-post could be reasonable, but that's another thing, and there's more specific rules about that.

another thing i'd like to bring up so I don't have to make another thread is about polls
is there a way we can make it when we can make the poll before we submit the thread
because sometimes I want to add many results but by the time the poll is up I already have people posting
it's not a major thing but I think it would be a bit more convenient

Generally, the only exceptions to the double posting rules are any guides that you wrote, so that you can bump it to let people know you updated the guide/need more than one post to fit the guide into, and for the marketplace sections, where you are allowed one bump per day, though I think that we should probably eliminate post count from those sections, since there have been a decent number of threads where you can see that it's nothing but a person bumping nonstop for 3+ pages.
Then after that, it's case-by-case, really. If you posted something where you're looking for help, for example in one of the technical help sections, and no one has replied yet in a couple of days, and you bump the thread, most staff members will probably over look it. Though, if it takes more than 2 bumps, it's probably better to just forget about getting help from the community, and look for help elsewhere, because if no one has replied in a week's time, then chances are, no one here knows how to fix your problem.
Media threads (art threads, fanfics, etc.) are fine, as long as the double post is adding content to the thread, and not just a bump. This is also case-by-case, since for example, in Kenero's thread, she was asking for people to request her to draw them, so a bump once in a while is okay, but then you get into someone that makes an art thread, and 9/10 posts that the OP made is just random chitchat, and has nothing to do with adding art to that said art thread isn't okay. And if it's a one time thing, like a singular video, or a picture just to share the picture, then doubleposting isn't allowed, unless the person makes the thread into an official art thread.
So really, with the few exceptions that are always allowed for double posting (bumping market threads/guides with updates/Bean Rua), it's probably better to just not doublepost beyond that which is needed.

So what about the people who bump
other people's guides?
It's not fair to lock the thread in that case due to necroposting, if the person ever wants to update it.
But, the person who bumped it should be punished for breaking an obvious rule.

Guides that are necroed shouldn't be locked. If a mod did so, probably an honest mistake, let a mod know to re-open it.

Idk, i'm just a huge believer in people being punished, especially for necroposting, because it's one of those things that you just shouldn't do and it's not hard to avoid.

There's no rule being broken if you are necroing a guide, because those are fine. Of course, that's assuming the reply that necroed the thread was a question regarding the guide, or something of the sort. Otherwise they will be warned about another rule being broken, which could be spamming.

When a User posts into a thread where he already has the lastpost, no new post will be added. The lastpost of him will be edited and the new text is put after his first message.
This will be done until the old post is older than 24 hours (you can change this timespan yourself)
Basically, it'd just remove the issue all together since it'd automate the process. If anyone abused double posting feature then it'd just auto merge their post. But, if it was a legitimate bump, like one after 24 hours, then it'd be left as a new post. It'd help eliminate honest mistakes and clueless members not used to forums.
I've seen it on some other forums and I liked it. Performed fairly well.

It's all just about being reasonable, if you have reason that you thought was fair enough that you had to double post, it should be fine.
When in doubt, ask a mod.
