  Maybe not for everyone, but it's not just for the privileged, either. You're forgetting that it's a communist system. Your grades matter more.

  High school graduation rate is awful low in NK because its too expensive to go to high school in NK for the average family.
  
  Theres very little scholarships and grant opportunities, so no matter how smart you are, you do need connections or a wealthy family to go to college.

  Said system actually sounds even better than the American one. But then again, Communism always sounds better on paper.

  The communist education system is also effective in practice. :P Or at least, the Soviet one was. I wouldn't say if it was better than the American one, because I honestly don't know--but it's definitely not a case of "looks good on paper, but doesn't work."
  Of course, the main difference between the Soviet/NK system and the American one is that students work much harder in the former.
