Windows 7 + dnagle

  So recently I just finished my new desktop with a Windows7 as a OS (to replace laggy old desktop). I just got on Mabi and tested the lag and it was lagless and great. BUT I notice my skills dont switch over instantly like on my old comp (disabled dnagle). When I got my laptop with Windows7 OS, it was able to switch over skills instantly w/o disabling dnagle.
  
  My question is does Windows7 require dnagle disabled to get rid of the skill lag? (like the XP)

  Did I miss out on the recent patch that prevents the disabling of dnagle?

  Still need to disable it.
  
  No OS or version I know of turns off Nagle Algorithm, because most games turn that off themselves before booting up multiplayer components.
