1) What armor set should I use at level 61? Looks like the Holy Wing set, but I don't know about mixing and matching, if it's better.
2) I'm 59 right now, and I've yet to actually use a large shield (it's at rank 9, but never even used one)... in what situation should I use it, considering I can't counterattack at all w/ it?

shining will set
or black hammer swift 3/2 set.
i love large shields, you don't get pushed back with heavy stander and it uses less stamina.
Use it for smash happy bosses.....aka most of boat 6+

That's the basic difference between large shields and small shields. What it boils down to is "Can I counter this boss often enough to make a small shield worth it?". At Lv. 59, you've probably already done some of the later missions. If you see yourself not using counter that often, consider using a large shield instead. At this point of the game, you should be able to make the judgement for yourself.
There's also some guide I wrote that I'd shamelessly self promote, but it's already a bit outdated and I can't write the Ep8 stuff yet due to personal reasons (aka being in Asia).

2. Raid bosses mostly. Surprised you didn't use one on Irukul, however you'll want one for Queen, Titan, Inkgells, Aghlan, Thor, etc.

Just wondering, why the Shining Will? Vindictus DB shows all stats (str, agi, will, def, crit resist) being worse vs. the other 61 set.

I see. Alright, thank you. I have noticed that I don't counter often (maybe quite literally less than 5 times in a boss battle), but figured the times I do, I might as well stick with regular shields. Guess it's not worth it, vs. being knocked back and countering back in, causing a lot of stamina.

2. Large shields are good for whenever you need them. Try going all-large shield for runs like dailies or redundant runs with friends. There will be a difference in your play style, and you can learn the ins and outs of large shields through forced-use.

Both gear-recommendation posts mentioned the min/max of BH/Swift set, so I do believe they understood that I meant the current end game... is Shining Will really that good? I'm still wearing the Laghodessa, to save gold for the 61-set... >.>

I played around with a large shield, and it seems like there's no point in just doing a normal block... be safe and just heavy stand everything. Is there any cons to doing this?

its max damage and defense compared to bh swift is not really far apart. for a level 56 armor it's really good.

Cost in stamina, speed. Otherwise, it's okay to overcompensate. Try to tell the difference it tinks, so you can use a large shield on your first run on bosses, just to tell which attacks are smashes or not.

Like everyone else said, Shining Will and BH/Swift. Shining Will gives a attack boost, so it's pretty good.

Shining Will isn't that much worse than Holy Wing Half Plate. Holy Wing only has about 300 more defense and like what? 5 more will? It's completely viable for Fiona's for end-game.

Yeah, Shining Will actually outclasses Holy Half in set bonuses. As for the large shield, I'd really recommend learning how to counter what you can. You will be a lot more helpful that way as you will provide both damage and stun, instead of turtling and waiting for an opening.
For a great example, look at Fleeing Gnoll King. Doing that with a large shield is hella hard, and gives no benefit at all compared to a small.
