Stutter every 3 seconds

Every time I play mabinogi, every 3 seconds, the game freezes for half a second , then goes back to normal. I can run Vindictus just fine so I don't know if it's a problem on my end, I've tried cleaning up my computer, stopping services and processes in the background, etc. Nothing will work. Thank you if anyone can help.

Are you in fullscreen or windowed mode?

I use both but I'm mostly in windowed mode. :P
