Wind Cylinder Question

After looking through wiki on specific alchemy skills (advantages/disadvantages/side-effects) i came accross the wind cylinder's upgrades (which of course will be released at g10 (as wiki states Wind Cylinder - Mabinogi World Wiki ). The last two upgrades looks seems to have a "freezing time".

Does that mean every time you use wind blast=players/enemies will be frozen (somewhat similar to ice spear's freeze effect/charge?)?

Is there any youtube videos connected to this?

It's for Frozen Blast lol "Frozen Blast's Freezing Time +2 sec" It has nothing to do with Wind Blast
