Yup it's repeatable.

Just keep taking 50 leaves to the Mage NPC in town and you'll get a box for each batch.

Does normal rain in town counts? Or is there a sign of some kind saying that it is special rain?

I've been running around Dunbarton when it rains, and I've yet to see any weird plants. >:I

I don't think it's System chat, it's on the scroll notice in green on the top of the screen as far as I've seen.

50 leaves for pots the majority of the time doesn't seem that rewarding, so I've skipped out on this event.

Again... I tried this event out several times and the prize drop is very rigged. :|

Opened about 10 boxes, got one Chalemaeu and other boxes being potions.
