  Kitae never said that Lann can tank better than Fiona. He said that since Fiona is a defensive oriented character, there's no reason for him to say that she's better at tanking than Evie.

  Fiona recently got improved, the heavy stander skill uses much less stamina and blocks more damage. It's awesome.
  So yeah, Fiona = Tank with boobs.
