There are 503 Combinations, so obvious this won't be a detailed mapped out guide, but it will detail the trends. This guide will give a 100% Success rate, if followed correctly.
Legend
CS = Correct Spot ( O )
WL = Wrong Location ( Δ )
NU = Not Used ( X )
1 | 123
2 | 456
3 | 789
You'll sacrifice up to 3 guesses with a quick check on which groups have correct numbers in it. The worst case scenario is that you'll have 1 WL in each guess, and there's actually quite a bit of different paths you'll have to take. Obviously, if you get a total of 3 CS/WL before finishing all 3 sets, you don't need to bother with the remaining set.
Notes
While you will always get 3 Hints per guess, I'll only be writing down the significant one you're looking for.
After the sacrificial guesses the coloring of rows matches the Hint received for your answer.
Examples will always use the most lengthy solution.

A method you'll be using on CS lines very often, is going from left to right without moving switching any of the spots. Nothing extra is required for all CS rows. You'll do this with the 1 CS row, inserting it into the 2 CS row.

Ironically, even though this has only CS, it's one of the most complex ones.
There are many ways to solve it, but I'd start with this combination.

-------------------------------------------------------
3 NU
[ 5 Guesses ]
3 NU
[ 5 Guesses ]
Example : Answer = 726
Since you don't have any CS, you know the skipped number in the green row is used, and it's spot. Since the red number is also wrong, there's only one remaining spot for that, and thus only one for the purple.
726 - 3 CS
-------------------------------------------------------
1 NU
[ Max 6 Guesses ]
1 NU
[ Max 6 Guesses ]
Example : Answer = 186
Since you displaced 45, you know that 1 is the CS. Proceed with the simple switch to finish.
159 - 2 WL
186 - 3 CS
-------------------------------------------------------
2 NU
[ Max 7 Guesses ]
2 NU
[ Max 7 Guesses ]
Since you displaced 45, you know that either 45
is the WL, but not which one. Follow up by moving one of them (you can choose to use a new red number to save 1 guess, but it's not necessary).

1 WL
[ 6 Guesses ]
Example : Answer = 753
1 WL
[ 6 Guesses ]
Example : Answer = 753
Since moving didn't help, you know the 5 is the right one. Since 1 is wrong...
753 - 3 CS

1 CS
[ Max 7 Guesses ]
Example : Answer = 483
1 CS
[ Max 7 Guesses ]
Example : Answer = 483
Since moving did help, you know the 4 is the right one. If you didn't choose a new red number (2), then you'll require 2 more steps.
429 - 1 CS
483 - 3 CS

Start working with the batch that had the correct number first. Working left to right, enter the numbers in the same locations until you have no NU. Once that happens, either you have a correct answer, or you need to swap the 2 from the WL set.
123 - 1 CS
456 - 3 NU
789 - 2 WL
Example : Answer = 873
1[/COLOR]89 - 1 NU
729 - 1 NU
783 - 2 WL

Similarly, start focusing on the one with the CS, working left to right. Keeping everything in the same spot, use only 1 number from each line.
123 - 1 CS
456 - 1 WL
789 - 1 WL
Continue with the following combination, and there will be three possible scenarios...
159
-------------------------------------------------------
1 CS
[ +1 Guess ]
1 CS
[ +1 Guess ]
Example : Answer = 195
Easy enough, you just need to swap the non-red row.
195 - 3 CS
-------------------------------------------------------
1 WL
[ Max +2 Guesses ]
1 WL
[ Max +2 Guesses ]
Example : Answer = 693
You know that either the 5 or the 9 is used, and that the 1 is wrong.
Since the red row is already locked in place, they can only move to one other spot, leaving only two solutions.
528 - 3 NU
693 - 3 CS
-------------------------------------------------------
3 NU
[ Max +2 Guesses ]
3 NU
[ Max +2 Guesses ]
Example : Answer = 843
In the case that you don't have a correct spot, you know that your red line is wrong.
This means that know that the answer is either - 2 - or - - 3
You also know that it cannot be 4 - 6 or 7 - 9 because those lines were marked WL, and have just ruled out 5 and 7.
This leaves only two remaining choices...
627 - 3 NU
843 - 3 CS
